TJX Eyes 1,800+ Store Openings: A Long Runway for Growth Ahead?

In early trading on Tuesday, shares of Atlassian topped the list of the day's best performing components of the Nasdaq 100 index, trading up 3.3%. Year to date, Atlassian has lost about 26.7% of its value.
And the worst performing Nasdaq 100 component thus far on the day is Ross Stores, trading down 1.5%. Ross Stores is lower by about 1.6% looking at the year to date performance.
Two other components making moves today are Old Dominion Freight Line, trading down 1.3%, and Advanced Micro Devices, trading up 1.8% on the day.

Stock indexes are moving higher today after five consecutive sessions of declines. Short covering and position squaring are lifting stocks ahead of a speech later this morning from Fed Chair Powell at the Fed’s annual symposium at Jackson Hole, Wyoming. The markets are waiting to see if Mr. Powell stays cautious on inflation or tilts toward supporting a softer labor market.

Stocks may come under pressure today if Fed Chair Powell takes a hawkish tilt and expresses caution about cutting interest rates. Several Fed policymakers this week expressed concerns about inflation, with Cleveland Fed President Beth Hammack saying she’d oppose a Fed rate cut “if the meeting were tomorrow,” and Kansas City President Jeffrey Schmid and Chicago Fed President Goolsbee both said inflation remains too high. Solid US economic data and hawkish Fed commentary over the past week have reduced the chances of a 25 bp Fed rate cut at next month’s FOMC meeting to 71% from 93% last Thursday before the July PPI report.
Comments today from Boston Fed President Susan Collins were slightly hawkish when she said, US economic growth is slowing, but overall economic fundamentals are solid as she sees upside risks to inflation and downside risks on labor. She added that Fed policy is modestly restrictive, which is appropriate.
On the geopolitical front, US Vice President Vance said negotiations over ending Russia’s war in Ukraine are focused on security guarantees for Ukraine and territory Russia wants to control, including Ukrainian territory that it currently isn’t occupying, as the US tries to broker a peace deal between the two countries. The US is working to set up a meeting between Presidents Putin and Zelensky, and if that meeting goes well, President Trump said he’ll look to follow up with a trilateral summit with the leaders.
Regarding tariffs, President Trump widened steel and aluminum tariffs to include more than 400 consumer items that contain the metals, such as motorcycles, auto parts, furniture components, and tableware. The change went into effect on Monday and did not exclude goods already in transit. Last Friday, Mr. Trump said, “I’ll be setting tariffs next week and the week after on steel and on, I would say chips – chips and semiconductors, we’ll be setting sometime next week, week after.” Mr. Trump last week said he planned a 100% tariff on semiconductors but would exempt companies that move chip manufacturing to the US. Mr. Trump also mentioned 200% or 300% tariffs on chips.
In other recent tariff news, Mr. Trump last Tuesday extended the tariff truce with China for another 90 days until November. On August 6, Mr. Trump announced that he will double tariffs on US imports from India to 50% from the current 25% tariff, due to India’s purchases of Russian oil. On August 5, Mr. Trump said that US tariffs on pharmaceutical imports would be announced “within the next week or so.” According to Bloomberg Economics, the average US tariff will rise to 15.2% if rates are implemented as announced, up from 13.3% earlier, and significantly higher than the 2.3% in 2024 before the tariffs were announced.
Federal funds futures prices are discounting the chances for a -25 bp rate cut at 71% at the September 16-17 FOMC meeting, down from 93% last Thursday. The markets are discounting the chances at 50% for a second -25 bp rate cut at the following meeting on October 28-29.
Earnings reports indicate that S&P 500 earnings for Q2 are on track to rise +9.1% y/y, much better than the pre-season expectations of +2.8% y/y and the most in four years, according to Bloomberg Intelligence. With over 93% of S&P 500 firms having reported Q2 earnings, about 83% of companies exceeded profit estimates.
Overseas stock markets today are higher. The Euro Stoxx 50 is up +0.29%. China’s Shanghai Composite climbed to a new 10-year high and closed up +1.45%. Japan’s Nikkei Stock 225 recovered from a 1.5-week low and closed up +0.05%.
Interest Rates
September 10-year T-notes (ZNU5) today are up +4 ticks, and the 10-year T-note yield is down -2.2 bp to 4.306%. Sep T-notes are moving higher on short covering and position squaring ahead of comments later today from Fed Chair Powell at the Fed’s annual symposium in Jackson Hole, Wyoming. Gains in T-notes are limited by hawkish comments from Boston Fed President Susan Collins, who said modestly restrictive Fed policy is appropriate.
European government bond yields today are mixed. The 10-year German bund yield is down -0.9 bp to 2.748%. The 10-year UK gilt yield climbed to a 2.75-month high of 4.759% and is up +0.9 bp to 4.739%.
German Q2 GDP was revised lower to -0.3% q/q and -0.2% y/y from the previously reported -0.1% q/q and unchanged y/y.
Swaps are discounting the chances at 2% for a -25 bp rate cut by the ECB at the September 11 policy meeting.
US Stock Movers
Strength in chipmakers is supporting gains in the broader market. ON Semiconductor (ON), Intel (INTC), Texas Instruments (TXN), GlobalFoundries (GFS), Analog Devices (ADI), ASML Holding NV (ASML), and NXP Semiconductors NV (NXPI) are up more than +1%.
Ubiquiti (UI) is up more than +19% after reporting Q4 revenue of $759.2 million, well above the consensus of $621 million.
Zoom Communications (ZM) is up more than +6% after reporting Q2 revenue of $1.22 billion, better than the consensus of $1.20 billion, and raising its 2026 revenue forecast to $4.83 billion-$4.84 billion from a previous estimate of $4.80 billion-$4.81 billion, stronger than the consensus of $4.81 billion.
Ross Stores (ROST) is up more than +3% to lead gainers in the S&P 500 after reporting Q2 EPS of $1.56, above the consensus of $1.53. Chairman Wang sold 5 million shares in an overnight registered block trade between $116 and $118 per share.
PDD Holdings (PDD) is up more than +3% to lead gainers in the Nasdaq 100 on bullish optimism for Chinese stocks after the Shanghai Composite rallied to a new 10-year high today.
Esab Corp (ESAB) is up more than +2% after Loop Capital Markets upgraded the stock to buy from hold with a price target of $140.
Qxo Inc (QXO) is up more than +1% after Benchmark Company LLC initiated coverage on the stock with a recommendation of buy and a price target of $50..

Intuit (INTU) is down more than -7% to lead losers in the S&P 500 and Nasdaq 100 after forecasting 2026 adjusted operating income of $8.61 billion-$8.69 billion, the midpoint below the consensus of $8.67 billion.
Workday (WDAY) is down more than -6% after reporting an unexpected -$5 million loss in Q2 professional services adjusted gross profit versus expectations of a $9.5 million profit.

Stocks Higher Ahead of Fed Chair Powell’s Comments

Ross Stores, Inc. ROST reported second-quarter fiscal 2025 results with earnings beating the Zacks Consensus Estimate, though sales fell slightly short. Net sales rose compared with the prior year, but earnings per share declined.
Ross Stores, the leading off-price apparel retailer, delivered earnings of $1.56 per share, beating the Zacks Consensus Estimate of $1.52. The bottom line declined 1.9% from $1.59 in the second quarter of fiscal 2024. The fiscal second-quarter EPS included an 11-cent per share negative impact from tariff-related costs.
Total sales of $5,529 million rose 5% year over year, but marginally missed the Zacks Consensus Estimate of $5,533 million. The comparable store sales (comps) improved 2%. The company noted that sales trends improved sequentially from the fiscal first quarter, reflecting broad-based strength. Nearly all major merchandise categories posted positive momentum, while most regions across the business also delivered stronger results, signaling a healthier demand environment as the quarter progressed. We expected comps growth of 1.2% in the second quarter of fiscal 2025.
Ross Stores, Inc. Price, Consensus and EPS Surprise
In the fiscal second-quarter, cosmetics emerged as the top-performing merchandise category, while the Southeast and Midwest led by region. Comps at dd’s DISCOUNTS were solid and outpaced Ross, though monthly trends between the two banners tracked closely. Notably, both chains benefited from gains in traffic and basket size, exiting the quarter with encouraging momentum.

Insight Into ROST’s Q2 Performance
The cost of goods sold (“COGS”) was $4 billion, up 5.5% year over year. As a percentage of sales, COGS was 72.4%, marking a year-over-year increase of 70 basis points (bps). Our model predicted COGS to increase 5.7% year over year and expand 80 bps to 72.5%, as a percentage of sales, in the fiscal second quarter.
Distribution costs rose 55 bps, largely reflecting the opening of a new distribution center in the fiscal second quarter and higher tariff-related processing expenses. Merchandise margin contracted 30 bps, due to tariff impacts, while occupancy increased 10 bps. These pressures were partially offset by efficiencies, including a 15-bps decrease in domestic freight and 10-bps lower buying costs. SG&A expenses deleveraged 25 bps, with CEO transition costs contributing to the increase.
The company’s operating income of $638.3 million declined 3.2% year over year. The operating margin of 11.5% was down 95 bps year over year, due to tariff-related costs. Our model predicted a 4.4% year-over-year decline in operating income, with a 110-bps operating margin contraction to 11.4% in the fiscal second quarter.
Sneak Peek Into ROST’s Other Financials
Ross Stores ended the fiscal second quarter with cash and cash equivalents of $3.8 billion, after funding business growth and capital requirements. The company has a long-term debt of $1.02 billion and a total shareholders’ equity of $5.7 billion.
In the fiscal second quarter, Ross Stores repurchased 1.9 million shares for $262 million under its two-year $2.1 billion authorization announced in March 2024. The company is on track to buy back a total of $1.05 billion worth of shares in fiscal 2025.
ROST’s Store Update
In second-quarter fiscal 2025, the company opened 28 new Ross and 3 dd’s DISCOUNTS stores. These openings highlight ROST’s growth across both new and existing markets, including several locations in the New York Metro area and its first three stores in Puerto Rico. As of Aug. 2, 2025, ROST had 2,233 stores, including 1,873 stores in 44 states, the District of Columbia, Guam and Puerto Rico, and 360 dd’s DISCOUNTS stores in 22 states.
For the third quarter of fiscal 2025, the company expects to open 40 stores, including 36 Ross and 4 dd's locations. For fiscal 2025, the company remains on track to open approximately 90 new stores, including about 80 Ross and 10 dd’s DISCOUNTS locations. These do not reflect the company’s plans to close or relocate 10-15 older stores.
What ROST Expects for Q3 & FY25
Looking ahead, Ross Stores expects to offset most of the tariff impact, although modest pressure is anticipated in the third quarter of fiscal 2025, with greater mitigation projected in the fourth quarter. With retail prices moving higher across the industry, the company remains focused on preserving its value proposition relative to traditional retailers while balancing opportunities to protect merchandise margins. Its top priority continues to be offering high-quality branded products at exceptional value and management believes the off-price sector is well-positioned to benefit from ongoing supply-chain and retail disruptions.
For the third and fourth quarters of fiscal 2025, the company anticipates comps growth of 2-3% each. The company expects earnings of $1.31-$1.37 for the fiscal third quarter, down from $1.48 in the prior-year period, with the guidance factoring in an estimated 7-8 cents per share negative impact from tariffs. For the fiscal fourth quarter, the company anticipates EPS of $1.74-$1.81 compared with $1.79 reported in the year-ago quarter. The fiscal fourth-quarter guidance includes an impact of 4-6 cents per share from tariffs.
For the fiscal third quarter, the company expects total sales to improve 5-7% year over year. It expects operating margin to be 10.1-10.5% for the fiscal third quarter, including a negative impact of 50-60 bps from tariff-related costs. The operating margin guidance also includes an unfavorable timing of packaway-related costs and continued deleverage from the opening of a new distribution center in the quarter.
The company anticipates net interest income of $27 million for the fiscal third quarter, with a tax rate of 25%. ROST expects shares outstanding to be 323 million at the end of third-quarter fiscal 2025.
Given that the company performs in line with its third and fourth quarter projections, management expects fiscal 2025 EPS to be $6.08-$6.21 compared with $6.32 reported in fiscal 2024. The company expects fiscal 2025 EPS to include about 22-25 cents of negative impact from the ongoing tariff headwinds.
