The Vanguard Consumer Discretionary ETF tracks 288 stocks in the consumer discretionary sector, which includes two segments: manufacturing and services. The manufacturing segment covers apparel, automotive, household, leisure, and textile products; the services segment covers hotels, restaurants, and retailers. Nevertheless, consumer discretionary was the fourth-best performing market sector during the last decade. The Vanguard Consumer Discretionary ETF achieved a total return of 311% during that period, equivalent to 15% annually.
Here's the big picture: This Vanguard index fund has a relatively cheap expensive ratio of 0.09%, and it's likely to perform well so long as the economy remains healthy. Also, the current valuation of 29 times earnings is tolerable when Wall Street anticipates consumer discretionary companies in aggregate will report earnings growth of 12% annually through 2027.
Investors need to manage concentration risk
The index funds discussed are very concentrated. Three stocks in the Vanguard Information Technology ETF (Nvidia, Apple, and Microsoft) account for 44% of its performance. Similarly, three stocks in the Vanguard Consumer Discretionary ETF (Amazon, Tesla, and Home Depot) account for 43% of its performance.

Return on Assets (ROA) greater than X-Industry: This metric determines how much profit a company earns for every dollar of assets, which includes cash, accounts receivable, property, equipment, inventory and furniture. The higher the ROA, the better it is for the company.
5-Year EPS Historical Growth greater than X-Industry: This criterion indicates that continued earnings momentum has translated into solid cash strength.

Americans restrained spending activity in December, ending the holiday shopping season on a soft note. Data from the Commerce Department showed retail sales were unchanged month over month, a sharp deceleration from November’s revised reading of a 0.6% increase. The flat reading caught market pundits off guard, who had expected continued growth despite concerns around moderating job growth, trade policy uncertainty and broader macroeconomic pressures. The slowdown also comes amid weakening consumer confidence.
November’s stronger-than-expected performance had reinforced confidence that consumer demand would remain solid heading into the final month of the critical holiday season period. Instead, the December sales data suggest that households may be growing more cautious as higher prices and policy uncertainty weigh on purchasing decisions. Sales declined across eight of the 13 retail categories tracked by the Census Bureau.
Breaking Down Retail Sales Numbers
Building material and garden equipment dealers posted a month-over-month gain of 1.2%. While food and beverage stores edged up 0.2%, sporting goods, hobbies, musical instruments and bookstores rose 0.4%. Non-store retailers, primarily by online channels, inched up 0.1%, while receipts at gasoline stations increased 0.3%.
On the contrary, sales at motor vehicle & parts dealers slipped 0.2%. Sales at clothing & clothing accessories stores fell 0.7%, while sales at health & personal care stores declined 0.2%. Food services & drinking places experienced a 0.1% decrease in sales, while miscellaneous stores witnessed a drop of 0.9%.
Furniture & home furnishing stores experienced a 0.9% decline. Sales at general merchandise stores and electronics & appliance outlets fell 0.1% and 0.4%, respectively.
Retail Sector Not Devoid of Bright Stocks
Subdued retail sales do not justify a complete withdrawal from the retail sector. Industry players such as Dollar General Corporation DG, Walmart Inc. WMT, Ross Stores, Inc. Retail Sales Stall in December: 4 Stocks Still Worth Buying

Two retailers have done well, though -- TJX Companies (NYSE: TJX) and Walmart (NASDAQ: WMT). But which retail stock makes the better long-term investment?

TJX Companies
TJX Companies operates under brands like TJ Maxx, Marshalls, and HomeGoods, offering goods like apparel, jewelry, furniture, and cookware. It's become known for offering merchandise 20% to 60% below full-price retailers.
How can it sell it so cheaply? TJX buys excess inventory from manufacturers at attractive prices and passes along these savings in the form of lower prices to customers. It's particularly effective during challenging economic times since it has a greater selection of merchandise and more negotiating power.
Since it buys merchandise based on availability and price, its offering could change. Hence, it provides a "treasure hunt" experience to customers.
People remain drawn to TJX's merchandise and value proposition. Its fiscal third-quarter same-store sales (comps) grew 5%, and they were positive across each division. This covered the period that ended on Nov. 1.
Walmart
Walmart has been tremendously successful since opening its first discount store in the early 1960s. The company operates under a simple premise: Keep a close eye on costs so it can charge customers everyday low prices. In fact, customers would be hard pressed to find lower prices.
Over the years, management has also been investing in technology to remain competitive. This includes making shopping faster and more convenient.
Walmart has three segments. These are Walmart U.S. and Walmart International, and Sam's Club (membership warehouse club). The Walmart U.S. business produces the majority of the company's revenue, however.
It's not a mature business that's no longer growing sales, either. The U.S. segment's fiscal third-quarter comps rose 4.5%. Higher traffic contributed 1.8 percentage points, and increased spending accounted for the balance.
Better buy
Walmart may no longer offer fast growth, but its steady sales and earnings growth clearly have appealed to investors. The shares returned 183% over the last five years through Feb. 2, beating the S&P 500 index's 96.2% return.
As a result of this success, the shares aren't a bargain. In fact, trading at a price-to-earnings (P/E) ratio of 44, they're expensive compared to the 10-year median multiple of 29. The stock also trades at a much higher multiple than the S&P 500's 30 P/E ratio.
TJX has also rewarded shareholders with a market-beating return. The stock's 145.7% 10-year return was nearly 50 percentage points higher than the S&P 500. While the stock's P/E multiple of 34 is higher than its 10-year median of 24, it's not that much higher than the market's valuation.
I'd buy both Walmart and TJX, but if I could only choose one, I'd pick the latter based on its much better valuation.

Investors in TJX Companies (Symbol: TJX) saw new options begin trading today, for the March 27th expiration. However, identifying cash-rich stocks alone does not make for a solid investment proposition unless it is backed by attractive efficiency ratios, such as return on equity (ROE). A high ROE ensures that the company is reinvesting cash at a high rate of return.
