Finding a start-up with incredible technology that eventually becomes a trillion-dollar business is the dream of most investors. Essentially, everyone wants to get in early on the next Microsoft (NASDAQ: MSFT), Amazon (NASDAQ: AMZN), or Apple (NASDAQ: AAPL). The only problem is that many small companies fall by the wayside. So investors looking at start-ups like Oklo (NYSE: OKLO), NuScale Power (NYSE: SMR), and TMC The Metals Company (NASDAQ: TMC) need to tread with caution. But it looks like NuScale Power may have the lead in building its business. Here's why.
TMC The Metals Company has an audacious goal
The company that probably faces the biggest hurdles is The Metals Company. Like the other two, it is working on new technology. That said, its tech is in the mining sector, a fairly mundane business. The unique piece of the puzzle is that The Metals Company wants to build its mining operation deep under the world's oceans.

This has been tried before, and it proved too costly. The Metals Company believes the technology advances it has made will change that. But it still hasn't gotten all of the approvals it needs to start building out its mining operations. At this point, the National Oceanic and Atmospheric Administration has publicly stated that it has received The Metals Company's permit request by putting it in the National Register. That's an important step, but it is still a very early one. This is a money-losing start-up that likely has a long way to go before it even starts building the mining operation it hopes to run.
Oklo just got some bad news
Oklo is looking to build small modular nuclear reactors (SMRs). Its plan is to own and operate the reactors and sell the power they generate. This is a step forward for the nuclear power industry, with the current nuclear fleet made up of giant reactors that require special safety precautions. An SMR could be placed closer to population centers and even directly next to a customer, such as an artificial intelligence data center. Notably, it could provide off-grid power and will likely be quicker to build than a traditional large nuclear reactor.
Oklo has a test reactor up and running, which is impressive. However, it was also informed by PJM Interconnection that it was dropped from an interconnection study. Oklo is trying to fight the decision, noting that it could delay the study project by 14 months or more. Essentially, it looks like the company's business model is still a work in progress, and the progress just hit a speed bump.
NuScale Power is just waiting for someone to sign on the dotted line
NuScale Power is looking to build and sell SMRs. It has an approved design, and it is working with two potential customers. RoPower, a Romanian power company, has given the green light to a nuclear project that would use six NuScale SMRs. But RoPower still needs to secure financing for the project before this is a done deal. NuScale is also working with ENTRA1 Energy and the Tennessee Valley Authority. This potential opportunity is working through milestones that, if things go well, will lead to an SMR sale. But the finish line is still a little way away, so no deal is imminent.
That said, NuScale Power is working to get ahead of its first order, gearing up its manufacturing capabilities. So it is ready to hit the ground running, which, combined with how close it appears to signing a contract, likely gives it an edge over Oklo and The Metals Company on building out its business. But, investors still need to tread with caution. There is still no official deal, and even after agreeing to sell its first SMR, NuScale Power still needs to deliver it, and it needs to operate as expected.
In other words, even though NuScale Power may be close to selling its first nuclear reactor, it is likely still a long way away from being a sustainably profitable business.
Only the most aggressive investors should consider these stocks
Investors can debate at length whether NuScale Power, Oklo, or The Metals Company is the more attractive investment. And which one pays off first is still just a guess. But there is one very clear fact to consider before buying any of them: These are small start-up businesses that are likely to continue losing money for at least a while longer. Only the most aggressive growth investors should probably consider buying any of them at this point in their development. And that includes NuScale, even after it inks its first official sale.

Oklo vs. NuScale vs. TMC: 3 Speculative Bets, Ranked By Which One Pays Off First.

Getting halfway back to an old high sounds like a modest goal. For NuScale Power (NYSE:SMR), it arguably isn't.
The small modular reactor developer's stock touched a 52-week high of $57.42 last October, and it trades near $10.81 as of this writing, about 81% below that peak. Half of that peak is $28.71, a gain of about 166% from here.

My prediction is that it doesn't happen before the end of 2028. That isn't because the stock can't rally -- it jumped 15% in one session earlier this month with no news from the company.
The problem is that a lasting move to $28.71 needs evidence of what NuScale earns when someone buys its reactors. That evidence doesn't exist yet, and judging by the filings, it probably isn't coming in time.

A 53%-a-year climb
To get from $10.81 to $28.71 by the end of 2028, the stock has to climb about 53% a year for roughly 28 months straight. Few stocks can hold that pace for even a single year.
And the bar keeps rising. NuScale's Class A share count grew from 318 million at the end of December to 410 million at June 30. The company raised nearly $1 billion from stock sales in this year's first half, then opened a program on Aug. 11 to sell up to $750 million more.
At the June share count, $28.71 would value NuScale close to $12 billion, versus about $4.4 billion today. In other words, every new share sold lifts that bar a little more.
What could the company show the market between now and then to earn it?
Revenue is moving the wrong way
Right now, not much. NuScale's revenue line for the second quarter of 2026 was $75,000, down 99% year over year from $8.1 million. For the first half, revenue came to $640,000, compared with $21.4 million in 2025's first half.
Most of the older revenue came from licensing and engineering work on a reactor project in Romania. That work was done by late 2025, and nothing comparable has replaced it. There's no net income to fall back on either. Losses are widening year over year -- a $50.1 million loss in the latest quarter, versus $37.6 million a year before.
Of course, NuScale isn't running out of money anytime soon. It is sitting on $1.9 billion of cash and investments as of June 30, enough runway for years of losses at this pace. And the Nuclear Regulatory Commission approved the company's US460 reactor design in May 2025. But cash and approvals buy time. What a $12 billion valuation eventually needs, I'd argue, is earnings.
A signed deal sends money out first
The evidence the bulls are counting on is a binding power purchase agreement with the Tennessee Valley Authority. NuScale's exclusive commercialization partner, ENTRA1 Energy, is still working toward a definitive agreement with TVA for a program billed as potentially the largest deployment of nuclear power in U.S. history. TVA and ENTRA1 say it could power the equivalent of about 4.5 million homes, with artificial intelligence (AI) data centers pushing electricity demand higher.
A signing could easily move the stock. It would also trigger a bill.
Under the Partnership Milestones Agreement the companies signed in August 2025, NuScale owes ENTRA1 payments as the program advances. The first came due in 2025, when ENTRA1 reached its non-binding agreement covering 72 modules -- a $507.4 million expense, 15% of the total, since paid in full. A binding power purchase agreement triggers the second tranche, worth 35%. An actual module order triggers the final 50%.
Work the disclosed numbers and the full obligation lands near $3.4 billion in total, or about $47 million per module. And the next bill -- about $800 million, covering the 48 modules this stage allows -- lands at exactly the milestone shareholders are cheering for.
What NuScale collects on the other side is less defined. Its filings say the agreement includes a negotiated maximum sale price for each module (a ceiling the company hasn't disclosed), and that ENTRA1 keeps sole and full discretion over whether to buy from NuScale.
Ultimately, even the bull case runs through a long sequence: a signed agreement, then more milestone payments, then a module order and the capped module revenue that follows. Somewhere along that path, NuScale would need to show what it earns on each reactor -- and that it justifies a valuation near $12 billion. Nothing disclosed so far comes close.
Sure, the market paid $57.42 for the growth stock less than a year ago, so arguably it could pay $28.71 again. But that price came before a year of vanishing revenue, and before most of the milestone payments had gone out. I'm not buying shares here, and I don't think the stock sees $28.71 before 2029.

Prediction: NuScale Power Stock Doesn't Get Halfway Back to Its Old High Before 2029

I predict that a $1,000 investment in NuScale Power (NYSE: SMR) at $10 a share could be worth $5,742 by 2030, if commercial progress helps it reclaim its 52-week high of $57.42.
NuScale hit that price of $57.42 in mid-October 2025. Although that was hardly a year ago, Wall Street's enthusiasm for nuclear stocks was considerably higher. Investors were valuing nuclear as a potential power source for AI data centers, whose own expansion was giving investors reason to believe a nuclear revival was just around the corner.

I suspect that many investors didn't realize how slowly nuclear moves. No one impulsively buys a reactor: It can take years to get a project going and years to finish it. And NuScale, though still the only U.S. company with an NRC-certified small modular reactor (SMR) design, got punished with a roughly 83% sell-off for not being as close to commercial deployment as investors had probably hoped.
NuScale still hasn't notched that first deployment, but it's not up a creek without a paddle. Through its commercial partner ENTRA1 Energy, NuScale could deploy up to 72 modules to the Tennessee Valley Authority (TVA) across multiple sites. That one project alone could generate significant revenue for NuScale. Indeed, if the TVA proposal becomes a binding agreement, investors would have a much stronger reason for revisiting NuScale stock.
Of course, an old high is no guarantee of a future return, and NuScale isn't immune to market volatility. Still, I think there will be enough demand for power in the future to help NuScale earn its way back to that former high. This time, however, I think it will be binding agreements, not hype, that help it get there.

NuScale Power's CFO Sells 20,000 Company Shares Amid a 74% Stock Decline Over the Trailing 12 Months

NuScale Power (NYSE: SMR) stock surged more than 15% in a single trading day last week. What caused the price spike? It's difficult to tell. The company didn't make any major announcements, nor did any Wall Street analysts issue new reports. The valuation jump may simply have been renewed interest in small modular reactor (SMR) developers, as SMR peer Oklo (NYSE: OKLO) also saw its stock price pop by 7%.
Notably, the uptick for SMR stocks occurred after a long stretch of declines. Even after the rebound, NuScale stock remains down 28% this year, with Oklo shares down roughly 44%.

Are SMR stocks like NuScale now poised for a more meaningful rebound? There's a good argument to be bullish on the sector as a whole. But NuScale has a specific catalyst working in its favor that could add significant momentum to the nuclear stock's share price by the end of 2026.
SMR stocks may be rebounding from increased AI capex expectations
There was no obvious reason for NuScale's stock to spike. But that doesn't mean that there aren't potential growth tailwinds that the market is only now starting to price in.
Before jumping in, investors should first understand what makes NuScale so attractive as a business right now. The concept of small modular reactors, or SMRs, has been around for decades. Yet throughout history, only two SMR systems have ever been built.
Why are these miniature power plants so rare? The primary reason is cost. On a per-megawatt basis, building larger nuclear power plants is cheaper. SMRs can be built faster with lower upfront costs, but historically, speed and initial financing haven't been huge priorities. Electricity demand in the U.S. typically grew predictably, and throughout much of the early 2000s, it didn't grow at all. Nuclear developers, therefore, focused most on lowering long-term costs. That meant building conventionally sized nuclear power facilities.
That historical paradigm is now behind us. The rapid rise of artificial intelligence (AI) is driving a significant increase in energy demand, a trend that should persist for decades to come. AI companies are racing to stay competitive. That means building data center infrastructure as quickly as possible. The grid, however, isn't designed to meet this sudden and sizable surge in energy demand. New energy sources are needed quickly. It is this shift that has suddenly placed the spotlight on SMR developers such as NuScale and Oklo.
NuScale has already lined up a list of potential customers, including a 6-gigawatt deal with the Tennessee Valley Authority. If built, that system would be the largest in the world. Oklo, too, has an impressive customer pipeline. Importantly, however, none of these projects has moved fully into construction and commercialization. The weakness in SMR stock prices this year is likely due to growing skepticism about real-world adoption of SMR.
These fears received some critical pushback last week, however. On Sept. 3, OpenAI announced that its new model would enable artificial general intelligence, or AGI. After the announcement, I argued that this could raise expectations for AI capex to surge even higher than previous estimates, as AI companies rush to remain competitive.
This positive tailwind arrives just as NuScale approaches a major catalyst: the signing of a power purchase agreement (PPA) for its 6-gigawatt SMR system in the eastern U.S. Rising capex from AI companies would likely boost the odds of mass SMR adoption. The signing of a PPA, however, would commit the utility customer to buying power from the project for years to come. There could be no greater signal for potential adoption than that. NuScale's CFO hopes to sign a PPA by the end of the year, which could be a major catalyst for both NuScale stock and the SMR industry as a whole.

NuScale Power Stock Jumps 15% in 1 Day. Here's How Nuclear Energy Investors Should Respond.

In trading on Friday, the State Street SPDR S&P Semiconductor ETF is outperforming other ETFs, up about 3.5% on the day. Components of that ETF showing particular strength include shares of Skyworks Solutions, up about 8.2% and shares of Maxlinear, up about 8% on the day.
And underperforming other ETFs today is the VanEck Uranium and Nuclear ETF, down about 2.4% in Friday afternoon trading. Among components of that ETF with the weakest showing on Friday were shares of Nuscale Power, lower by about 12.4%, and shares of Oklo, lower by about 6.7% on the day.

NuScale (NYSE: SMR), a developer of small modular reactors (SMRs), went public through a merger with a special purpose acquisition company (SPAC) on May 3, 2022. Its stock opened at $10.70 per share and eventually rose to a record high of $53.43 on Oct. 15, 2025.
At the time, investors were excited about the growth potential of NuScale's SMRs, which are much smaller than conventional nuclear reactors. They're prefabricated and assembled on-site to reduce the time, labor, and costs of deploying a nuclear power plant. NuScale's SMR generates only 77 MWe, whereas a conventional nuclear plant typically generates over 1,000 MWe. However, multiple SMRs can be deployed together to construct higher-capacity plants.

But today, NuScale's stock trades at about $10. Its shares pulled back because it canceled its flagship U.S. commercial deployment project in Idaho in 2023, delayed its first commercial reactor deployments in Romania from 2030 to 2033, and racked up steep losses. Fluor (NYSE: FLR), which had worked with NuScale in Romania and owned more than half of NuScale's shares before its public debut, also liquidated its entire position earlier this year.
NuScale previously generated most of its revenue from its front-end engineering and design (FEED) work on its RoPower project in Romania, but that project ended in late 2025. Without a comparable project to fill that void, its revenue plunged in the first half of 2026. For the full year, analysts expect its revenue to decline 21% to $25 million with a net loss of $181 million.
With a market cap of $4.2 billion, NuScale trades at 169 times this year's sales. Instead of wondering whether it will ever justify its bubbly valuations, I believe it's smarter to invest in a larger, better-diversified nuclear company. That stock is BWX Technologies (NYSE: BWXT).
Why is BWX Technologies a better nuclear stock?
BWX, which was spun off from Babcock & Wilcox (NYSE: BW) in 2015, is the only large-scale manufacturer of specialized nuclear components, fuel systems, and naval reactor systems in North America. It's also one of the few companies cleared to work with regulated nuclear materials, handle high-assay enriched uranium (HALEU) and tri-structural isotropic (TRISO) fuel, and supply naval reactor components to the U.S. Navy.
BWX's scale and diversification give it a wide moat and plenty of pricing power. It controls irreplaceable parts of North America's nuclear supply chain, and it generates most of its revenue from the defense sector. Its focus on government and military customers insulated it from the decade-long slowdown in commercial nuclear spending after the Fukushima disaster in 2011.
Unlike NuScale, which is still at least seven years away from its first commercial deployments, BWX already generates predictable revenue and profits. From 2021 to 2025, its revenue grew at an 11% CAGR from $2.1 billion to $3.2 billion, while its EPS rose at a 3% CAGR. At the end of 2025, its backlog reached $7.3 billion -- a 50% increase from a year earlier -- amid the resurgent demand for nuclear energy.
From 2025 to 2028, analysts expect its revenue and EPS to grow at CAGRs of 12% and 16%, respectively. Several catalysts will drive that growth: more orders from the U.S. Navy, the commercial sector's recovery, the expansion of its uranium processing business, and its integration of two major acquisitions (Kinectrics in 2025 and Precision Components Group in 2026). BWX also provides engineering support services to SMR developers, which gives it some exposure to NuScale's core market with far less risk.
At $153 per share with a market cap of $14 billion, BWX trades at four times this year's sales and 35 times this year's earnings. It isn't a screaming bargain yet, but it's a much safer play on the nuclear market than NuScale.

Artificial intelligence (AI) stocks have lately felt as up and down as waves in a wave pool. If you've been to a water park, you know what I'm talking about: One minute the siren is going off, a big wave comes, and everyone enthusiastically shrieks, whoops, or yelps with nervous laughter. The wave crashes, and there's a calm before the next one comes.
Oklo (NYSE: OKLO), a developer of small nuclear reactors and a future power supplier for AI data centers, is one of these wavelike stocks. Sept. 8's quick rally exemplified it: The nuclear energy stock jumped about 5%, without any announcement or fresh news from the company. It was riding a wave of optimism, it seemed, which also lifted its competitor NuScale Power (NYSE: SMR) over 15%.

That's been roughly the story of Oklo since it came on the market in May 2024: big rallies, followed by steep drops. The stock is trailing the market in 2026, down about 39% on the year, and far below its 52-week high of about $194. Meanwhile, analysts' average price target of $80 suggests another crest is coming.
So what's the bull case for Oklo? What would it take for the energy stock to double from here?
The bull case for Oklo
The bull case for Oklo will always start with its regulatory hurdles: For this stock to move, it needs approval for its Aurora powerhouse (its flagship reactor design) from the Nuclear Regulatory Commission (NRC). If not, then the company will have a meltdown.
Luckily, Oklo has been advancing through the process, even more now that the Trump administration has pledged to quadruple the U.S.'s nuclear capacity by 2050. A list of regulatory milestones in 2026 would have to include the approval of its Principal Design Criteria (PDC) topical report for Aurora, the first of which is now under construction at Idaho National Laboratory.
Another regulatory milestone that supports the bull case is authorization from the Department of Energy (DOE) for its Grove Isotope Test Reactor. This is not an Aurora powerhouse, that is, not a reactor that will power AI data centers. The Grove reactor will support Oklo's isotope business -- a potential multibillion-dollar opportunity -- which could generate revenue for Oklo even before its AI-related reactors get the green light.
Beyond regulatory approval, the bull case also needs potential projects, and Oklo has no shortage of them. Its backlog has reached 14 gigawatts (GW), largely through non-binding agreements. In January 2026, it inked a landmark deal with Meta Platforms to develop a 1.2-GW power campus for the tech company's data centers in Ohio.
The significance lies in one detail: Meta will prepay for power. In other words, this up-front payment will help Oklo -- cash-burning, revenue-deficient Oklo -- fund construction, potentially limiting its reliance on debt financing.
Now here's the rub: For Oklo's bull case to play out, investors have to be patient. There's simply no other way. Even in the most bullish scenario, I wouldn't expect an operating Aurora powerhouse before 2028, even later for those built for Meta.
In the meantime, Oklo stock will go through plenty of ups and downs -- the wave pool won't stop. Due to the need for clean energy, however, Oklo certainly has the potential to double, perhaps gain even more, over a long period. But only those who can wait it out should take on the risks of investing in it today.

The artificial intelligence (AI) boom is fueling a nuclear renaissance. For the industry to grow, massive amounts of energy-intensive compute power will need to be built. As a low-carbon, high-baseload energy source, nuclear power is a promising solution.
NuScale Power (NYSE: SMR) is the only small modular reactor (SMR) developer in the U.S. approved by regulators to construct an SMR facility. SMRs are ideal for the AI data center build-out, given that they can be built more quickly and at a lower cost than conventional nuclear plants. This smaller footprint allows an SMR to be constructed near the data center infrastructure itself.

Despite growth potential, NuScale shares are down 40% this year. Skepticism is reasonable. Only two SMR systems currently exist worldwide. NuScale has never commercialized any of its SMR designs. Plus, the company already experienced a sizable failure in 2023 when its biggest customer (at the time) canceled its project.
While NuScale operates in an industry that should see long-term growth, the nuclear stock's future may hinge on a single upcoming catalyst.
This catalyst could make or break NuScale Power stock
NuScale's technology has already been approved by U.S. regulators. The company is now waiting for a customer to commit financially to building an SMR system. NuScale already signed a non-binding deal with its financing partner, ENTRA1, and a major U.S. utility, the Tennessee Valley Authority (TVA), for a 6-gigawatt SMR facility. The deal is non-binding, however, allowing the partners to pull out at any time -- a risk that NuScale has faced in the past.
The next step is for the TVA to sign a power purchase agreement, or PPA. That would commit the utility to buying long-term power from the project.
If secured, a PPA would validate NuScale's SMR designs, its go-to market strategy, and its ability to convert non-binding deals into revenue-generating projects. NuScale's CFO wants to get a deal done by the end of 2026. The signing of a PPA -- or the inability to do so -- should have a massive impact on NuScale's stock price, as well as its long-term future.
