About Dashan Huang: Dashan Huang is an Assistant Professor of Finance at the Lee Kong Chian School of Business at Singapore Management University. His paper "Twin Momentum" looked at combining traditional price momentum with improving fundamentals to generate market outperformance. In the paper, he identified seven fundamental variables (earnings, return on equity, return on assets, accrual operating profitability to equity, cash operating profitability to assets, gross profit to assets and net payout ratio) that he combined into a single fundamental momentum measure. The stock is up 432% in the last year and trades at a market cap of $11.5 billion, even though it generates minimal revenue and is burning a lot of cash.
It's been a roller-coaster ride for nuclear start-ups
Nuclear energy stocks soared at the beginning of this summer, with the current presidential administration's push to accelerate the development of nuclear energy to keep up with data center demand around artificial intelligence (AI). President Trump signed an executive order for advanced nuclear reactor technologies, of which NuScale Power is one.

In fact, NuScale Power is the only SMR company to have its design approved by the Nuclear Regulatory Commission (NRC), which could give it a head start in winning customer contracts. However, it has failed so far to win any customer contracts outside prospective contracting from a Romanian power company that's exploring whether to use SMRs for its upcoming energy needs.
With close to zero revenue and a history of burning cash, NuScale Power is a stock that trades with a ton of volatility. As the air comes out of the post-executive order excitement, it is no surprise to see NuScale Power stock hit a bit of a rough patch. The company has no fundamental basis to anchor its $11.5 billion market cap, which makes it a risky stock to invest in.
NuScale Power's uncertain future
NuScale Power has a few energy projects in the works that it could potentially win deals on, including a recent proposal from the Tennessee Valley Authority. Bringing these to fruition could help it actually develop an SMR to be deployed in the real world instead of talking about it, which has been all the company has done since its inception.
Even if these projects get approved, NuScale Power won't generate much in revenue to warrant its $11.5 billion market cap, with revenue not showing up for years due to the long project life for nuclear energy developments. It is foolish to buy a stock valued at over $10 billion that's generating zero revenue. Therefore, investors should avoid putting NuScale Power in their portfolios, given its uncertain future.

NuScale Power, which is building small modular reactors (SMRs) but has yet to commercialize its products, just signed a landmark deal that marks the largest SMR deployment ever in U.S. history.

NuScale Power's key partner charges up
On Sept. 2, ENTRA1 Energy announced an agreement to deploy six plants to supply the Tennessee Valley Authority (TVA) with up to 6 gigawatts (GW) of new nuclear power capacity across seven states. TVA is the nation's largest public power supplier, and that 6 GW of capacity is enough to power nearly 4.5 million homes or 60 data centers and highlights the potential of public-private partnerships in the buildout of nuclear energy technologies in the U.S.
So what does that have to do with NuScale Power? Everything.
You see, ENTRA1 Energy is also NuScale Power's exclusive global commercialization partner. In other words, ENTRA1 Energy holds the exclusive rights to develop, commercialize, and sell NuScale Power's modules and SMR technology through its own energy plants, and that will include the six it will build for TVA.
This is a landmark moment for NuScale Power given the magnitude of the deal, and it comes as no surprise that analysts and investors alike gave the stock much love today.
Is NuScale Power headed another 50% higher from here?
At least two analysts raised their price targets on NuScale Power stock after the announcement. Analysts at Canaccord Genuity, in particular, see huge potential following the TVA-ENTRA1 Energy deal and raised the nuclear energy stock's price target by $16 to $60 per share. Even after today's big move, that price objective would mean another 50% upside in NuScale Power stock.
NuScale Power's SMR design is the only one certified by the U.S. Nuclear Regulatory Commission. In May, it won the nuclear regulator's approval for its second design. That, coupled with the TVA deal, should power up ENTRA1 Energy's operations and push NuScale Power closer to generating its first revenue. As NuScale Power continues to strengthen its partnership with ENTRA1 Energy and given President Donald Trump's pro-nuclear energy stand, I wouldn't be surprised to see the stock inch higher and higher.

Oklo Inc. (OKLO) is working on a next-generation nuclear design called the Aurora powerhouse. At its core is a liquid-metal-cooled, metal-fueled fast reactor, a technology that has already been tested for decades around the world. In fact, this type of system has logged more than 400 years of combined operating experience. What makes it stand out is its natural ability to regulate itself. Unlike conventional reactors, it does not need constant human control to stay safe, as its design is self-stabilizing and passively safe.
This inherent safety is a key feature of the design. The reactor is cooled by natural forces and has been shown to be "walk-away safe," with its temperature automatically stabilizing even during a complete loss of power and coolant flow. This was demonstrated at the Experimental Breeder Reactor-II, which was used to prove the passive safety characteristics of this design. The system is designed to prevent accidents before they can happen. By relying on natural physical processes for cooling and control, the design eliminates many of the risks tied to traditional nuclear plants.
Beyond safety, Oklo's technology is also capable of recycling used nuclear fuel. This unique capability allows the Aurora powerhouse to take what is typically considered waste and convert it into a valuable energy source. By utilizing this otherwise discarded fuel, the company aims to reduce nuclear waste and create a more sustainable and cost-effective fuel cycle. This focus on recycling is a major point of differentiation in the nuclear energy space.
Peer Comparison
NuScale Power’s (SMR) innovation centers on its Power Module, a small modular reactor (or ‘SMR’). This NuScale design is the first of its kind to receive approval from the U.S. Nuclear Regulatory Commission. The NuScale module, which uses proven pressurized water technology, is designed to be manufactured in a factory and shipped to the plant site for easy installation.

From the developers of small modular reactors (SMRs) to uranium-producing companies, investors have bid various nuclear energy stocks considerably higher in 2025.
But of the SMR developers, NuScale Power (NYSE: SMR) is in a league of its own as the only company with a design approved by the U.S. Nuclear Regulatory Commission. Impressive as this is, I'm laser focused on NuScale Power this year for another reason altogether.

A flood of interest has me transfixed on NuScale Power's progress
Sure, the fact that NuScale Power has two approved SMR designs is reason enough to have the company on the radar. The other critical factor, however, is whether the company is receiving interest from prospective customers. Approved designs mean little if no one's interested in partnering with the company.
Management's commentary on the second-quarter 2025 conference call that addresses this point, though, has me intrigued.
On the call, John Hopkins, the company's president and CEO, spoke to the growing interest the company has received.
As it relates to customers, we're getting inundated now. We're focused, as I said, with our resources working with our developer partner ENTRA1 on 2 or 3 major customers that -- and we're still forecasting having what I call hard contracts in place by the end of this year 2025. And those are all U.S.-based customers.
There's no denying the gap between potential customers showing interest and the inkings of actual contracts, but this tantalizing commentary has me eagerly awaiting further news from the company in the remaining months of 2025.
What's a nuclear energy investor to do now?
Management's commentary is intriguing, but it hardly means investors should rush out to buy shares. Potential investors should look for green flags such as securing new customers, but they must also be cognizant of the risks and act accordingly. In the meantime, those looking to mitigate risk may be more interested in a nuclear energy exchange-traded fund (ETF).

Recently, Meta signed a 20-year power purchase agreement with Constellation Energy to supply nuclear power to its growing AI data centers in Illinois. Beginning in 2027, this agreement will ensure a steady supply of clean energy. This will help Meta grow its AI operations and cut carbon emissions.
