Trump's Admiration for Tan – What It Means for INTC Investors
Last month, Cadence Design Systems, Inc. acknowledged committing a crime by unlawfully exporting semiconductor design tools to a manufacturer in China that has connections to the Chinese military. Cadence agreed to pay $140 million for violating U.S. export controls. On Aug. 8, Republican Senator Tom Cotton noted that when these transfers took place, Intel's current CEO, Lip-Bu Tan, was leading Cadence.
Trump learned of Cotton's letter shortly afterward and urged Tan to step down immediately. However, on Aug. 7, Tan responded to Cotton's letter, calling it misinformation, and reaffirmed his commitment to U.S. security interests. He met with Trump at the White House, where he verified that Intel's investments are in harmony with the President's expressed goals.
In reaction, Trump commended Tan's achievements, referring to his success and ascent as an "amazing story." Trump also endorsed Tan's leadership role at Intel. This is positive news for Intel investors. If Tan had to resign, it could have caused further turmoil at Intel during a critical period. Let's not forget, Tan is a well-known venture capitalist, respected for his expertise in the semiconductor industry.
Is a Turnaround for Intel Probable Soon?
Intel's business has been struggling for quite some time. Despite Tan's initial initiatives to restore stability at Intel, the company reported total revenues of $12.9 billion for the second quarter, almost flat with the year-ago levels.
Its revenues from subsidiaries such as Altera and Mobileye may have increased, but its product revenues fell 1% to $11.8 billion in the second quarter. Revenues from the foundry business rose. However, the segment reported an operating loss of $3.2 billion in the second quarter. It's worse than the $2.8 billion loss that the segment posted a year ago.
Intel's gross margin remained under pressure as it reported $4.5 billion in capital expenditure (capex) to scale its foundry business. It ended the quarter with $50.7 billion in debt. On the other hand, cash and short-term investments accounted for only $21.2 billion.
However, under Tan's strong leadership, Intel is exploring strategies to cut costs and enhance profit margins. Tan is optimizing the management team and reducing the workforce to lower operating expenses. Additionally, Tan is scaling back capital expenditures, having already canceled fabrication facilities in Germany and Poland, and plans to slow down the construction of a new plant in Ohio.
Intel is planning to provide a full-stack AI solution, including graphics processing units (GPUs) and central processing units (CPUs). Intel is embracing its new 18A process at its manufacturing facilities, which will serve a minimum of three generations of its clients. Additionally, the company is securing a major customer for its 14A node.
While all these ambitious initiatives may not lead to a quick turnaround for Intel, as shown by the latest quarterly results, they will eventually have a positive effect on the company's business. In time, the semiconductor giant has the potential to regain its former glory.
Should You Buy INTC Stock Now or Wait a While?
Trump's support for Tan and his efforts to improve operations, provide a competitive AI platform, and divest assets should motivate stakeholders to remain invested in Intel stock. Furthermore, Intel's price-to-book (P/B) ratio is slightly above 0.9, indicating that the stock has a limited risk of decline and potential for gains in the future.
However, new investors should remain passive and watch for meaningful progress. Demand for the new hardware systems, especially among AI and hyperscale clients, is the primary catalyst behind Core EDA’s business (which constitutes Custom IC, Digital IC and Functional Verification businesses) performance. Core EDA revenues grew 16% year over year in the second quarter. It also unveiled Cerebrus AI Studio, which is an agentic AI multi-block and multi-user SoC design platform. It offers up to 20% PPA improvement, while speeding up chip delivery time by five to 10 times. It was endorsed by Samsung and ST Microelectronics at launch.
The IP business benefited owing to a broadening silicon solutions portfolio and increasing demand for solutions in AI, HPC, foundry ecosystem buildout and chiplet use cases, with revenues from the segment up 25% year over year in the second quarter.
To strengthen IP business, the company announced the acquisition of Secure-IC, which will expand its IP portfolio, including interface, memory, AI and DSP solutions. In April 2025, Cadence signed a definitive agreement with Arm Holdings to acquire its Artisan foundation IP business. The acquisition includes a suite of standard cell libraries, memory compilers and general-purpose I/Os, all finely tuned for advanced process nodes at leading global foundries.
Driven by strong results and a strong pipeline, management upgraded its outlook for 2025. Revenues for 2025 are now estimated to be in the range of $5.21-$5.27 billion compared with $5.15-$5.23 billion guided earlier. Non-GAAP EPS for 2025 is expected to be between $6.85 and $6.95 compared with $6.73-$6.83 guided earlier.
Strong Cash Flow and Repurchases
As of June 30, 2025, Cadence had cash and cash equivalents of $2.823 billion and long-term debt was $2.478 billion. Operating cash flow was $378 million in the reported quarter, with free cash flow of $334 million. The company repurchased its shares worth $175 million in the second quarter. It expects to execute $200 million in repurchases in the third quarter. Management reaffirmed its commitment to return at least 50% of free cash flow via buybacks, enhancing shareholder returns.
Headwinds Remain a Concern for CDNS
Weakness prevailing over global macroeconomic conditions and substantial exposure to the semiconductor vertical are concerning. Any reduction in R&D spending for companies within the semiconductor sector could affect CDNS' top-line performance.
Higher operating costs and stiff competition in the EDA/AI space from the likes of Keysight Technologies and Synopsys SNPS are additional headwinds. The acquisition of ANSYS by Synopsys is likely to intensify competition in the EDA space for all players. SNPS completed the acquisition of ANSS in July 2025, creating a combined leader in silicon design, IP, and simulation and analysis.
The company generates a significant portion of its revenues from the international market. Revenues from international operations as a percentage of overall revenues have historically exceeded 50%. In 2024, the company derived 47% of revenues from the United States, while the balance came from its international operations. Hence, we expect any adverse foreign currency exchange rates to impede revenue growth.
Cadence stock is trading at a premium, with a forward 12-month Price/Earnings ratio of 46.83X compared with the industry’s 35.12X.

CDNS, NVDA Team Up to Advance Billion-Gate AI Design Power Analysis

RADCOM Q2 Earnings Beat on Robust Top-Line Traction, View Reiterated

Intrusion Inc. (INTZ) incurred a second-quarter 2025 loss of 10 cents per share compared with a loss of 53 cents a year ago. However, the bottom line was wider than the Zacks Consensus Estimate of a loss of 9 cents.
Quarterly revenues reached $1.9 million, marking a 28% increase year over year and a 6% rise sequentially. The Zacks Consensus Estimate for revenues was pegged at $1.8 million. The sequential growth was driven by both new customers and expanded work with existing clients, especially the Department of Defense (“DoD”), which is utilizing Intrusion Shield and related consulting services. This marks the fifth consecutive quarter of revenue growth. This steady upward trend highlights management’s effective execution of growth strategies, aided by new customer acquisitions and increased product adoption.
During the quarter, Intrusion secured an additional $3 million from the DoD to bolster operational deployment of its infrastructure monitoring tools and expand research-driven threat analysis. This funding not only deepens the company’s defense-sector engagement but also demonstrates its growing role in safeguarding high-value government systems.
Strength in the Shield Product Suite bodes well. The company credits much of its recent success to advancements in its Intrusion Shield technology, especially in safeguarding critical infrastructure, which is increasingly vulnerable due to ransomware attacks, supply chain risks and other systemic threats. The DoD contract extension provides a steady revenue stream and a platform for future expansion within federal cybersecurity programs.
Intrusion Inc. Price, Consensus and EPS Surprise
Consulting revenues in the second quarter reached $1.4 million, flat sequentially and up by $0.2 million on a year-over-year basis.
Shield revenues for the second quarter totaled $0.5 million, marking an increase of $0.1 million sequentially and $0.2 million year over year. The upside was mainly driven by work completed under the previously announced DoD contract.
In response to the results, INTZ’s shares gained 5.5% in trading and closed the session at $1.91 on Aug. 12. Shares are also up 4.2% in the pre-market trading today. Shares of the company have gained 33.6% in the past year compared with the Zacks Computer-Networking industry's growth of 55.7%.

Gross margin remained flat year over year at 76%. This stability reflects the scalability of Intrusion’s business model, though management notes margins may fluctuate depending on product mix.
Operating expenses came in at $3.5 million, up from $3.1 million in the prior-year quarter. The increase likely reflects strategic investments in R&D, sales and marketing to fuel long-term growth. INTZ is expected to further expand investments in product development and sales and marketing to accelerate customer base growth, which would lead to increased operating expenses.
Operating loss totaled $2.1 million compared with an operating loss of $2 million in the prior-year quarter.
Balance Sheet
As of June 30, 2025, Intrusion had $4.7 million in cash and cash equivalents compared with $10.7 million as of March 31.

Intrusion Incurs Loss in Q2 Despite 28% Top-Line Growth, Stock Jumps

U.S. President Donald Trump, who just last week demanded the resignation of Intel (NASDAQ: INTC) CEO Lip-Bu Tan, reversed course on Monday. In social media posts on Aug. 8, the president initially labeled Tan as "highly conflicted" over alleged ties to the Chinese Communist Party, citing illegal actions by Cadence Design Systems (NASDAQ: CDNS) while Tan was its CEO as the proof. After the two met on Monday, Trump now calls Tan a "success," and supports his leadership of the chip giant.
The conflicting attention on Tan brought additional scrutiny on the semiconductor stock as it struggles to regain its competitiveness in an industry it once dominated. It also means investors would be well advised to make sense of the news and the implications it might have for Intel shareholders before buying the stock.

Lip-Bu Tan and China
The initial issue arose after Cadence pleaded guilty on July 28 to unlawfully exporting its semiconductor design tools to a Chinese chip manufacturer and a university with ties to the Chinese military. Tan was Cadence's CEO when these transfers occurred.
On Aug. 6, Arkansas's Republican Senator, Tom Cotton, sent a letter to Intel's Chairman of the Board Frank Yeary, asking questions about Tan's China ties. President Trump learned of Cotton's letter soon after, and on Trump Media's Truth Social platform, he called on Tan to resign "immediately." He stated that there was "no other solution to this problem" but did not provide any additional details.
Tan countered Cotton's accusations, releasing a letter to Intel employees on Thursday, Aug. 7, stating that there had been "misinformation" circulating about his past roles at Walden International and Cadence Design Systems. He also affirmed his dedication to U.S. security interests and mentioned Intel's discussions with the Trump administration regarding the issues raised.
Intel's board of directors also released a statement supporting Tan and emphasizing the board's commitment to U.S. security and economic interests, noting that Intel's investments, including domestic manufacturing, align with President Trump's stated agenda.
Tan then visited Trump at the White House to make this case. An Intel spokesperson described the meeting as a "candid and constructive discussion," outlining the commitment Intel has made to bolstering U.S. leadership in manufacturing and technology. Trump responded by hailing Tan's success and rise as an "amazing story," adding that Tan will spend time with members of Trump's administrative cabinet and bring suggestions to him over the next week.
Shareholder implications
Intel's stock price recovered after releasing the news. Nonetheless, the challenges that Tan faces in getting Intel back on track remain considerable.
Intel's board hired Tan back in March 2025 specifically to turn the company around. After decades of industry leadership, it has fallen behind its top competitors in recent years. Efforts by past CEOs to resolve Intel's issues have so far proven unsuccessful.
In 2021, former CEO Pat Gelsinger put forth a plan to regain the technical lead by 2025 and turn its foundries into a third-party chip manufacturing business. The rise of artificial intelligence (AI) accelerators thwarted the company's plans to catch up technically, and its efforts to upgrade foundries were beset with setbacks, prompting Gelsinger to leave the company last year.
When Intel's board appointed Tan, it likely hoped that Tan could replicate his previous success at Cadence. Since taking the job, he has streamlined the management team, and now the client group and the data center and AI group report directly to him. Additionally, he elevated Intel's technical leadership and began the process of reducing the workforce to approximately 75,000 employees by the end of the year (a one-year staff reduction of over 30%).
Tan has made it clear that a comeback will take years. It's still far too early if his initiatives will succeed. So far, its financials suggest little has changed. Revenue for the second quarter of 2025 was $12.9 billion, amounting to flat growth from year-ago levels. There has also been a considerable increase in costs and expenses, and Intel's Q2 net loss widened to $2.9 billion.
Still, the fact that Tan persuaded Trump to reverse course is undoubtedly a victory for the CEO. Additionally, its price-to-book ratio is just over 0.9. Since that means Intel stock is worth less than its assets minus its liabilities, one has to assume its troubles are more than priced into the stock.
Should investors buy the pullback in Intel stock?
Intel was arguably a speculative buy before this recent news and likely remains so. Indeed, the company faced considerable uncertainty before Trump initially turned on Tan. Although Tan has averted a crisis by winning over Trump, Intel still faces an uphill battle in making the venerable tech giant competitive.
However, with its price-to-book ratio under 1, Intel is unlikely to have further downside without conditions worsening further. Thus, the news probably just gives investors more time and reason to initiate a speculative Intel position.

Also, customer R&D investments, especially in AI, remain robust.
CDNS also settled with the Department of Justice and BIS, related to previously disclosed investigations into certain China sales (worth $45 million) from 2015 to 2021. The company will have to shell out approximately $141 million as a settlement in the third quarter. With the enactment of the One Big Beautiful Bill Act, management expects the company’s U.S. federal tax payments for the remainder of fiscal 2025 to decrease by approximately $140 million.
CDNS ended the quarter with a backlog of $6.4 billion and current-remaining performance obligations of $3.1 billion.
Driven by strong results and a strong pipeline, management upgraded its outlook for 2025. Revenues for 2025 are now estimated to be in the range of $5.21-$5.27 billion compared with $5.15-$5.23 billion guided earlier. The Zacks Consensus Estimate is currently pegged at $5.20 billion, which indicates growth of 12% from the year-ago levels. Non-GAAP EPS for 2025 is expected to be between $6.85 and $6.95 compared with $6.73-$6.83 guided earlier. The Zacks Consensus Estimate is pegged at $6.77 per share, which implies a rise of 13.4% from the prior-year actuals.

CDNS stock jumped 6.6% in the after-market trading yesterday, while pre-market shares are up 8.5%. It has gained 31.9% compared with the Computer - Software industry’s growth of 24.1% in the past year.
CDNS’ Segmental Performance
Product & Maintenance revenues (91.8% of total revenues) of $1.17 billion rose 21.7% year over year. Services revenues (8.2%) of $105 million increased 5% year over year. Our estimate for revenues from Product & Maintenance and Service segments was $1.144 billion and $113.5 million, respectively. Geographically, the Americas, China, Other Asia, Europe, the Middle East and Africa, and Japan contributed 49%, 9%, 19%, 16% and 7%, respectively, to total revenues in the reported quarter.
Product-wise, Core EDA, Intellectual Property (IP) and Systems Design & Analysis accounted for 71%, 13% and 16% of total revenues, respectively.
The System Design & Analysis business benefited from the adoption of 3DIC technologies and the AI-driven Advanced Substrate Router. Higher demand for BETA CAE solutions in the automotive space and increased demand for its Allegro X PCB design wins with Aerospace and Defense, hyperscale and EV customers were additional tailwinds.
CDNS’ Core EDA business, which includes Custom IC, Digital IC and Functional Verification, experienced 16% year-over-year revenue growth in the second quarter. The main driver was the continued demand for new hardware systems, especially among AI, automotive and HPC clients, along with the rapid adoption of digital full-flow solutions and the Spectre X circuit simulator. The verification software suite also continued to expand, adding 27 new logos during the quarter.

CDNS also unveiled Cerebrus AI Studio, which is an agentic AI multi-block and multi-user SoC design platform. It offers up to 20% PPA improvement, while speeding up chip delivery time by 5-10 times. It was endorsed by Samsung and ST Microelectronics at launch.
The IP business benefited owing to a broadening silicon solutions portfolio and increasing demand for solutions in AI, HPC, foundry ecosystem buildout and chiplet use cases, with revenues from the segment up 25% year over year in the second quarter.
CDNS’ Margin Performance
Total non-GAAP costs and expenses increased 14.8% year over year to $729 million.
Non-GAAP gross margin contracted 130 basis points (bps) to 87.2%. Non-GAAP operating margin expanded 270 bps on a year-over-year basis to 42.8%.
CDNS’ Balance Sheet & Cash Flow
As of June 30, 2025, CDNS had cash and cash equivalents of $2.823 billion compared with $2.778 billion as of March 31.
Long-term debt was $2.478 billion as of June 30, 2025, compared with $2.477 million as of March 31. CDNS issued $2.5 billion of senior notes at a weighted average interest rate of 4.44% in September 2024.
Cadence generated an operating cash flow of $378 million in the reported quarter compared with the prior quarter’s $487 million. Free cash flow was $334 million compared with $464 million in the previous quarter.
The company repurchased its shares worth $175 million in the second quarter. It expects to execute $200 million in repurchases in the third quarter.
CDNS Provides Q3 & FY25 Outlook
Non-GAAP operating margin for 2025 is forecasted to be in the range of 43.5% to 44.5% (previous view: 43.25% to 44.25%) compared with 42.5% reported in 2024. Also, operating cash flow is expected to be between $1.65 billion and $1.75 billion (earlier view: $1.6 billion and $1.7 billion). CDNS expects to utilize at least 50% of its free cash flow to repurchase shares in 2025.
For the third quarter of 2025, revenues are estimated to be in the $1.305-$1.335 billion band. The company reported sales of $1.215 billion in the year-ago quarter. The Zacks Consensus Estimate is currently pegged at $1.33 billion.
Non-GAAP EPS for the third quarter is anticipated to be between $1.75 and $1.81. CDNS reported an EPS of $1.64 in the year-ago quarter. The Zacks Consensus Estimate is currently pegged at $1.75 per share.
Non-GAAP operating margin is estimated to be between 45% and 46% in the third quarter.

Markets lost a bit of steam mid-session this Monday, but a late surge into the close brought the S&P 500 and the Nasdaq indexes to new record closing highs. The Dow dipped slightly: -64 points, -0.14%, while the S&P 500 grew a mere 1 point, +0.02%, and the Nasdaq came up +70 points, +0.33%. The small-cap Russell 2000 also finished the day slightly in the red: -4 points, -0.19%.
From April 9th lows — the day President Trump put a pause on his draconian tariff policy with nearly all U.S. trading partners — we see sizable gains across the board: the Dow +16%, the Russell 2000 +21%, the S&P 500 +23% and the tech-heavy Nasdaq, carrying the lion’s share of the AI trade which has led markets all year, is up close to +30% over these 16 some-odd weeks.
Earnings Reports After Today’s Close
Electronic design automation software company Cadence Design Systems CDNS is up big after an impressive showing in its Q2 report released after the closing bell. Earnings of $1.65 per share improved over the $1.57 in the Zacks consensus, which itself depicted growth of more than +22% year over year. Revenues of $1.28 billion neatly overtook estimates of $1.26 billion — also up big year over year. Guidance for full-year 2025 is the icing on the cake. Shares are up +7.5% in late trading at this hour.
Household durable goods manufacturer Whirlpool WHR, on the other hand, missed expectations on its bottom line by two solid dimes to $1.34 per share, while meeting the $3.77 billion in the Zacks consensus exactly on the top line. North America orders outperformed expectations, but still came in -4.6% year over year. Full-year guidance for earnings is well off what analysts had previous thought, and have come down on the top line too. Shares have fallen -12.5% in the after market.
What to Expect from the Stock Market on Tuesday
Tomorrow will be a big day for both earnings releases and economic reports. A new U.S. Trade Balance joins Retail/Wholesale Inventories for June, Case-Shiller Home Prices for May, Consumer Confidence for July and a new JOLTS (Job Openings and Labor Turnover Survey) report, also for June.
Of these, the JOLTS report marks the first metric hitting the tape for “Jobs Week,” albeit a month in arrears from jobs data coming out later in the week. Expectations are for 7.5 million job openings last month, down from the 7.74 million reported a month ago — the highest month of the year, bouncing off March near-term lows of 7.2 million. Accommodation and Food Services, particularly in the South, had by far the most amount of job openings in last month’s report.
Q2 earnings also revs up Tuesday morning, when we hear from Boeing BA, Procter & Gamble PG, Merck MRK, UnitedHealth UNH, PayPal PYPL and UPS UPS, all in the morning. After tomorrow’s close, we’ll get results from Starbucks SBUX and Visa V.
Finally, the first day of the two-day Federal Open Market Committee (FOMC) meetings commence. On Wednesday, the Fed will decide on new interest rate policy, but there is a more than +95% chance that no move is made on the 4.25-4.50% Fed funds rate we’ve seen since December of last year. Expect to hear from President Trump on this matter, however.
